Transparency in Reporting of Adversarial Contributions to Education Act

What this does

As a condition of receiving federal Elementary and Secondary Education Act funds, every local educational agency must give parents a set of rights to see foreign influence in their child's school. Parents may review and copy, free of cost, any curricular or professional development material bought with funds from a foreign country or a foreign entity of concern, and may learn how many school staff are paid in whole or part with such funds. Schools must also disclose, on written request, any donation, written agreement, or financial transaction with a foreign country or foreign entity of concern, including the amount and any terms. Schools post a summary of these rights each year, and the Secretary and state agencies pass the requirements down the chain. The bill adds these duties as new section 8549D of the Act and ties key terms to existing federal definitions.
