What this does

Congress creates a Department of Energy research program for lower-emission cement, concrete, and asphalt. The bill adds Section 40523 to the Infrastructure Investment and Jobs Act directing the Secretary of Energy, within 180 days, to establish a program of research, development, demonstration, and commercial application of advanced, low-emissions production of these materials. The stated goals are to increase U.S. industrial competitiveness, expand and stabilize supply chains, achieve measurable greenhouse-gas or copollutant emissions reductions, and create domestic jobs. The bill requires a five-year strategic plan with biennial updates to the House Science and Senate Energy committees, sets out focus areas from carbon capture to alternative fuels to high-performance computing, funds demonstration projects chosen for regional and technological diversity, and establishes a technical-assistance program for eligible entities. The program terminates seven years after enactment, and nothing in it lets the Secretary set new environmental standards for cement, concrete, or asphalt.
