Department of Homeland Security Vehicular Terrorism Prevention and Mitigation Act of 2025

What this does

This bill orders a study, not new security rules. Within 180 days of enactment, the Secretary of Homeland Security, working with the TSA Administrator and the CISA Director, must give Congress a report on DHS efforts to prevent, deter, and respond to vehicular terrorism. The report must assess current and emerging threats, including risks from connected and autonomous vehicles, driver-assistance systems, and ride-sharing. It must review vulnerable sites and events, summarize DHS countermeasures such as barriers, bollards, geofencing, and surveillance, cover coordination with industry and with state and local law enforcement, recommend detection and vehicle-disabling technologies, and address privacy and civil liberties. The report is submitted in classified form with an unclassified executive summary published on a DHS website. DHS must brief Congress within 30 days after the report. The bill opens with findings citing the January 1, 2025 vehicle attack on Bourbon Street in New Orleans that killed 14 people.
