POWER Act of 2025

What this does

Congress lets electric utilities pair hazard-mitigation work with federal disaster power-restoration aid. The bill amends Section 403 of the Stafford Act so an electric utility may carry out cost-effective hazard-mitigation activities jointly or otherwise in combination with power-restoration activities funded by emergency assistance under that section. It also provides that a utility facility receiving Section 403 assistance for emergency restoration of power stays eligible for any Section 406 hazard-mitigation assistance it otherwise qualifies for. The change applies only to amounts appropriated on or after enactment.
