Make SWAPs Efficient Act of 2025

What this does

This bill puts the Secretary of the Interior on a clock to approve state wildlife plans. It amends the Pittman-Robertson Wildlife Restoration Act so the Secretary must act on a state's comprehensive plan not later than 180 days after the state submits it. On submission, the Secretary must conditionally authorize the state's wildlife conservation and restoration program and set aside its funds. The Secretary must build a review process that ensures final approval within that 180-day window. If the Secretary does not approve a state's program by June 1 of the year after submission, the Secretary must report to the House Natural Resources Committee and the Senate Environment and Public Works Committee explaining the delay.
