Unlocking Our Domestic LNG Potential Act of 2025

What this does

The bill strips out the separate federal review that natural gas exports and imports now go through and declares them to be in the public interest by law. It amends section 3 of the Natural Gas Act by striking subsections (a) through (c) and giving the Federal Energy Regulatory Commission exclusive authority to approve or deny applications for siting, construction, expansion, or operation of any facility to export natural gas from or import natural gas to the United States, including LNG terminals. In deciding those applications, the Commission is directed to deem the exportation or importation of natural gas to be consistent with the public interest, removing the case-by-case public interest determination that currently applies. The bill preserves the President's authority under the Constitution, the International Emergency Economic Powers Act, the National Emergencies Act, the Energy Policy and Conservation Act, the Trading With the Enemy Act, and any other sanctions law to prohibit imports or exports, including to countries designated as state sponsors of terrorism.
