Full-Year Continuing Appropriations and Extensions Act, 2025

What this does

This is the full-year funding law that kept the government open through the end of fiscal year 2025. Division A funds every federal department and agency through September 30, 2025, largely carrying forward fiscal year 2024 levels and conditions, with account-specific changes across all thirteen appropriations areas, from Agriculture and Defense to Homeland Security, Labor-HHS-Education, and Transportation-HUD. It provides an additional 8 billion dollars to the Department of Defense for transfer to support military operations led by Central Command and European Command, sets the FEMA Disaster Relief Fund at 22.5 billion dollars, and strips legal effect from earmarks carried in the fiscal year 2024 acts. Division B extends a set of expiring health programs through September 30, 2025, including funding for community health centers, the National Health Service Corps, teaching health centers, and special diabetes programs, and extends Medicare telehealth flexibilities, the Medicare-dependent hospital program, ambulance add-on payments, and a delay of Medicaid disproportionate share hospital cuts. Division C extends several unrelated authorities set to lapse, including the CFTC whistleblower program, counter-drone protection authority, an added special assessment, the national cybersecurity protection system authorization, and the temporary order scheduling fentanyl-related substances, each pushed from March 2025 to September 30, 2025.
