SUPPORT for Patients and Communities Reauthorization Act of 2025

What this does

The law reauthorizes and updates a wide set of substance use disorder programs, extending funding through fiscal years 2026 to 2030. It is organized into prevention, treatment, and recovery titles plus miscellaneous matters. On prevention, it sets new funding levels for programs including preventing overdoses of controlled substances at $505,579,000 per year for fiscal years 2026 to 2030, first responder training at $57,000,000 per year, and a rewritten fetal alcohol spectrum disorder program at $12,500,000 per year. It adds cybersecurity reporting duties for the 988 Suicide and Crisis Lifeline and orders a GAO study of the Lifeline's cybersecurity risks. It broadens overdose prevention grants to allow fentanyl and xylazine test strips where legal, and directs HHS to publish guidance on at-home drug disposal systems and a plan for assessing approved opioid analgesic drugs. On treatment, it raises authorized funding for residential treatment for pregnant and postpartum women and for the substance use disorder treatment workforce loan repayment program, and directs HHS to review the scheduling of buprenorphine-naloxone products. On recovery, it reauthorizes building communities of recovery, comprehensive opioid recovery centers, youth prevention and recovery, and the CAREER Act workforce grants, and reauthorizes the recovery housing pilot program through 2030. In miscellaneous matters, it expands when a pharmacy may deliver a schedule III, IV, or V controlled substance to a prescribing practitioner for maintenance or detoxification treatment or for a drug under a risk evaluation and mitigation strategy, and it adds professional organizations to the list qualifying for the controlled substance prescriber training requirement, effective as if enacted December 29, 2022.
