Combating Organized Retail Crime Act of 2025

What this does

The bill targets organized theft rings that steal retail goods and cargo and resell them online and in stores. It amends federal criminal law so that transporting or receiving stolen goods can be prosecuted when the goods reach an aggregate value of $5,000 or more over any 12-month period, in addition to the existing threshold for a single shipment worth $5,000 or more. It broadens the transportation-of-stolen-goods statute to also cover goods obtained by embezzlement, false pretense, or other illegal means, and it adds theft and stolen-goods offenses to the lists of crimes that trigger criminal forfeiture and money-laundering liability. The bill also directs the Department of Homeland Security to create an Organized Retail and Supply Chain Crime Coordination Center that links federal, state, local, and tribal investigators, with the center set to shut down seven years after it is established.
