Ukraine Support Act
What this does
This bill authorizes military, economic, and diplomatic support for Ukraine and sets up a sanctions regime against Russia. It extends Lend-Lease authority for Ukraine through fiscal year 2028 and authorizes up to $8 billion in direct loans for Ukraine and NATO allies. It extends the Ukraine Security Assistance Initiative through 2027 at $300 million per year, funds Baltic military capacity-building, authorizes $250 million for Radio Free Europe/Radio Liberty in fiscal year 2026, and authorizes $30 million a year through 2029 for US-European nuclear energy cooperation. It creates a Ukraine Reconstruction Trust Fund in the Treasury and an Insurance for Ukraine Initiative in the State Department, and extends federal war-risk insurance to vessels carrying cargo to and from Ukraine. On sanctions, the bill does not impose them at enactment. It directs the President to determine within 15 days, and at least every 90 days after, whether Russia is waging a war of aggression, refusing to negotiate, or violating a peace deal. An affirmative determination triggers mandatory sanctions on named Russian banks, the oil and mining sector, senior Russian officials, and parties aiding Russia-North Korea cooperation, plus a 500 percent tariff on all Russian imports, a 100 percent tax on income from blocked Russian and Belarusian sovereign assets, and a ban on importing petroleum products refined from Russian crude. Lifting these measures requires the President to report to Congress and observe a review period during which Congress can pass a joint resolution of disapproval.
