REFINER Act

What this does

Directs the Secretary of Energy to have the National Petroleum Council prepare and publish a report on U.S. petrochemical refineries. Within 90 days of enactment, the Council must submit to the Secretary and Congress a report examining the refineries' role in energy security and fuel affordability, projecting their capacity and expansion opportunities and risks, assessing federal or state actions that have contributed to declining refining capacity, and offering recommendations to increase capacity. The report must be made publicly available. The bill creates a study and reporting requirement and does not change any regulation or refinery operation.
