Personnel Oversight and Shift Tracking Act of 2025

What this does

This bill directs the Director of the Federal Protective Service to tighten oversight of the contract security guards who protect buildings owned, occupied, or secured by the GSA Public Buildings Service. Within one year, the Director must set standards for collecting and analyzing covert testing data, begin quarterly reviews of that data to spot recurring failures, require the security contractor to run corrective training for any guard who fails a covert test, and update training guidance. The Director must report to Congress on this work upon completion and annually thereafter. Separately, within 180 days the Director must evaluate the personnel tracking system used to monitor guard deployment, decide whether to replace it, including with private-sector solutions, or fix it, and publish an implementation plan with a timeline and procedures to warn building tenants about staffing shortages or coverage gaps. A second report to Congress on the tracking system is due within one year and annually for three years. A savings clause states that nothing in the Act designates a contractor's employee as a Federal employee.
