State Planning for Reliability and Affordability Act

What this does

Adds a new standard to the Public Utility Regulatory Policies Act (PURPA) requiring state-regulated electric utilities that use integrated resource planning to include measures ensuring reliable generation over a 10-year period. A 'reliable generation facility' is defined as one that can generate electricity continuously for at least 30 days, has on-site fuel or a secured fuel supply for that period, can operate during emergencies and severe weather, and provides essential grid services such as frequency and voltage support. State regulatory authorities must begin considering the new standard within one year of enactment and complete their determination within two years, though states that have already implemented a comparable standard, held a proceeding, or had their legislature vote on it in the prior three years are exempt. The Comptroller General must report to Congress within one year on the effectiveness of integrated resource planning before this standard takes effect.
