Electric Supply Chain Act

What this does

This bill directs the Secretary of Energy to prepare recurring assessments of the supply chain for generating and transmitting electricity and to report on them to Congress. The assessments must cover ways to strengthen and expand the supply chain, including deployment of advanced transmission technologies; trends, risks, and vulnerabilities in the supply and availability of components; national and energy security considerations, including efforts by a foreign entity of concern to exploit disruptions to undermine U.S. leadership in artificial intelligence; barriers to domestic manufacturing and to processing critical materials; the effects of U.S. reliance on any foreign entity of concern; workforce challenges, including vulnerabilities from employing any non-U.S. citizen at a U.S. generation or transmission facility; and opportunities to expand the workforce among veterans, transitioning servicemembers, and military spouses. Each assessment must identify emerging issues and recommend how to address them. The Secretary must submit a report on the most recent assessment to the House Energy and Commerce Committee and the Senate Energy and Natural Resources Committee within one year of enactment and periodically after that. The bill creates no new program or funding; it defines terms such as critical material and foreign entity of concern by reference to existing law.
