A single yes on this bill carried more than defense authorization. Sec. 2 organizes the Act into six divisions. Divisions A through D are the ordinary defense package: DoD program authorizations, military construction, Department of Energy national security programs, and the funding tables that set the dollar amounts. Division E, Title LI attaches the Anti-CBDC Surveillance State Act, which amends the Federal Reserve Act to prohibit the Federal Reserve from issuing or developing a central bank digital currency. Division F attaches a reauthorization of Coast Guard appropriations through fiscal year 2029. The coupling point is the must-pass annual defense bill. A member could not vote on the Federal Reserve currency ban or the Coast Guard funding separately from the defense authorization.
