Enhancing Stakeholder Support and Outreach for Preparedness Grants Act

What this does

This bill directs the Federal Emergency Management Agency to do more to help state and local governments apply for two major homeland security grant programs. It amends the Homeland Security Act of 2002 to require the FEMA Administrator to provide ongoing outreach, education, and technical assistance to applicants for the Urban Area Security Initiative and the State Homeland Security Grant Program before, during, and after grants are awarded. As part of that support, the agency must conduct annual surveys of state, local, Tribal, and territorial stakeholders and report how their feedback shaped later grant announcements. The bill also orders two oversight reports: one from the Comptroller General within two years reviewing how well the outreach is working, and one from the FEMA Administrator within three years describing the actions the agency took.
