Do No Harm in Medicaid Act

What this does

Bars federal Medicaid matching funds for gender transition procedures provided to anyone under 18. Section 2 amends section 1903(i) of the Social Security Act to deny federal payment for 'specified gender transition procedures' furnished to a minor enrolled in a state Medicaid plan or waiver, including funds to administer any state program that furnishes such procedures to minors. A new section 1905(kk) defines the covered procedures as surgeries (the text lists castration, sterilization, hysterectomy, mastectomy, phalloplasty, vaginoplasty, and others), chest or genital implants, and puberty-blocking drugs or cross-sex hormones, when done to change a minor's body so it no longer corresponds to the individual's sex. Exceptions cover treating precocious puberty, medically verifiable genetic disorders of sex development, infection, disease, or injury including complications caused by an earlier such procedure, and reconstruction to reverse a prior procedure. The section defines 'sex,' 'male,' and 'female' in biological reproductive terms.
