What this does

The bill reauthorizes the Stem Cell Therapeutic and Research Act of 2005, extending the federal stem cell and cord blood transplantation programs through fiscal year 2031. It authorizes $33,009,000 for each of fiscal years 2027 through 2031 for the C.W. Bill Young Cell Transplantation Program, the national bone marrow and cord blood matching program. It replaces the National Cord Blood Inventory's fixed target of at least 150,000 new units with "a sufficient supply, as determined by the Secretary," of high-quality cord blood units. It directs the Secretary to manage the inventory's size and composition to maximize clinical utility and genetic diversity, and it lets the Secretary transfer units from a cord blood bank that is no longer operational to another qualified bank.
