What this does

This bill strips the Department of Energy of its power to set energy-efficiency standards for manufactured homes and leaves it only an advisory role. It rewrites Section 413 of the Energy Independence and Security Act of 2007 so DOE may only send the Department of Housing and Urban Development recommendations for revising the standards, which HUD sets under the Housing and Community Development Act of 1974. Any recommendation must rest on a cost-effectiveness finding that weighs life-cycle construction and operating costs, estimate the effect on the purchase price of a manufactured home, and account for factory construction limits, HUD climate zones, alternative ways to reach the same energy performance, and the payback period for any added cost. The bill also voids DOE's May 31, 2022 final rule that set those standards, declaring it has no force or effect.
