What this does

HR 5317 exempts small well-capitalized banks' custodial deposits from brokered-deposit treatment up to 20 percent of liabilities, caps interest for banks that fall below well-capitalized, and offsets the bill by cutting the Fed's discretionary surplus fund by $4 million.
