North Rim Restoration Act

What this does

This bill lets the National Park Service use emergency acquisition flexibilities under Federal Acquisition Regulation part 18, including higher micro-purchase and simplified acquisition thresholds, to contract for recovery work in the Grand Canyon area burned by the Dragon Bravo Fire, without a Presidential emergency or disaster declaration. That authority is limited to forest management, rebuilding, ground and structure improvements, and recovery efforts, and does not reach other services. It also lets the Secretary of the Interior award noncompetitive contracts to the concessioner currently operating the North Rim to rebuild employee housing, utilities, visitor facilities, and support assets, but only after the Secretary determines in writing that the concessioner is uniquely positioned and that sole-source procedures are necessary for public health, safety, or continuity of services. Both authorities expire seven years after enactment, and the emergency contracting authority ends earlier once recovery is complete. The Secretary must report to congressional committees every 180 days on recovery spending, contractors, and any waste, fraud, or abuse.
