Information Quality Assurance Act of 2025

What this does

This bill adds a new section to title 44 of the U.S. Code requiring federal agencies to rely on quality information when they make rules and guidance. Within one year of enactment, the Director of the Office of Management and Budget must update the government-wide guidelines under the Information Quality Act to better ensure the quality, objectivity, utility, and integrity of influential information or evidence used to develop rules and guidance or to inform the public about them, and must post the updated guidelines online. Within a year after that, each covered agency must update and publish its own information-quality guidelines, keep available the mechanisms for the public to seek correction of flawed influential information, and report on complaints about accuracy. On public disclosure, the Director must issue guidance directing agencies to place in the rulemaking docket or administrative record the critical factual material the agency relied on, plus citations to other sources used. When an agency uses notice-and-comment rulemaking, it must give the public a chance to comment on that critical factual material. Agencies may withhold material that is protected from disclosure by other law, but must explain in the record why it cannot be released. Critical factual material is generally to be provided as an open government data asset. The bill authorizes no additional funds to carry it out.
