What this does
The bill requires the Secretary of the Interior to grant a right-of-way for an emergency exit road across National Park Service land on the Blue Ridge Parkway near Milepost 9.6 in Virginia. The mandate is conditional. The Secretary must issue the right-of-way only after reporting to the House Natural Resources Committee and the Senate Energy and Natural Resources Committee that three steps are complete: an evaluation of alternatives that do not cross Federal land, an analysis of fire ecology behavior in a fire emergency, and any required reviews under the National Environmental Policy Act and title 54 of the U.S. Code. It leaves in place the Secretary's existing discretionary authority to issue rights-of-way under the 1936 law it amends.
