Homeland Security and Further Additional Continuing Appropriations Act, 2026

What this does

Division A provides full-year fiscal 2026 appropriations for the Department of Homeland Security, including $11,083,012,000 for Customs and Border Protection operations and support, $10,635,434,000 for the Transportation Security Administration, $11,272,401,000 for the Coast Guard, $3,128,304,000 for the Secret Service, $2,218,634,000 for the Cybersecurity and Infrastructure Security Agency, and $26,367,000,000 for the Disaster Relief Fund. The Act contains no appropriation heading for Immigration and Customs Enforcement, and Section 4 sets the explanatory statement's amounts for ICE and for Customs and Border Protection's Border Security Operations to $0 and gives those contents no force or effect; Section 549 separately bars transferring funds into Border Security Operations. Section 109 provides $20,000,000 for body-worn cameras for agents and officers performing immigration-enforcement activities. General provisions bar any new fee for crossing the Southern or Northern border, bar funds for a national identification card, allow personal-use prescription drug imports from Canada, and bar using funds to block Members of Congress from oversight visits to detention facilities. Two non-DHS items ride in Division A: $30,000,000 for the Supreme Court and $140,000,000 for a 3.8 percent 2026 air traffic controller pay raise. Division B extends the Continuing Appropriations Act, 2026 to the date of enactment, treats its coverage as including a lapse in appropriations that began on or about February 14, 2026, and ratifies obligations incurred during that lapse.
