SECURE Grid Act
What this does
The bill expands what State energy security plans must cover under the Energy Policy and Conservation Act. It requires those plans to address the physical security, cybersecurity, and resilience of local distribution systems, which it defines as utility energy infrastructure operating at 100 kilovolts or less. The required hazards now include physical attacks on local distribution and bulk-power systems, supply chain risks for electricity equipment, and cyber threats that may reach the bulk-power system. It changes a provision on Federal assistance for these plans in subsection (f) from "may" to "shall". Section 366 is set to expire on September 30, 2031, and the bill directs the Comptroller General to report to Congress by September 30, 2030 on how well State energy security plans work.
