Stop Chinese Fentanyl Act of 2025

What this does

The bill widens the reach of the Fentanyl Sanctions Act. It redefines a foreign opioid trafficker to include any Chinese entity the President determines produces, distributes, finances, or transports opioids or opioid precursors and fails to take credible steps, such as know-your-customer procedures, to prevent trafficking, and to include senior Chinese officials with regulatory or law enforcement responsibility over such entities who aid trafficking, including through intentional inaction. It directs the President's required identification of traffickers to address whether the heads of four named Chinese agencies (the National Narcotics Control Commission, the Ministry of Public Security, the General Administration of Customs, and the National Medical Products Administration) qualify, and it extends the sunset of that identification duty from 5 to 10 years. The bill also amends the International Emergency Economic Powers Act to require annual written evaluations of drug-trafficking national emergencies and to require cost-benefit analysis and stated termination criteria in related regulations. The sanction authorities do not extend to the importation of goods.
