ELO Realignment and Strategic Engagement Reform Act of 2026

What this does

The bill directs the Secretary of Homeland Security to submit a comprehensive plan, within 120 days of enactment, to reorganize and realign the Engagement, Liaison, and Outreach Office within the Department's Office of Intelligence and Analysis. The plan must identify redundant or non-essential positions and functions and move the office's essential functions and personnel into the Partner Engagement directorate of that office. It must also assure continuity of the intelligence support the office currently provides to state, local, tribal, and territorial partners. Until the Secretary submits the plan and certifies that implementation has begun, the Secretary may not expand the office's staffing, budget, or programmatic scope, or create new offices duplicating its mission without specific authorization from Congress.
