This bill directs the Secretary of Energy and the Administrator of the Small Business Administration to sign a memorandum of understanding, or another agreement, to run joint research and development work advancing both agencies' missions. The two officials must ensure small business concerns are included in those activities where appropriate. They may enter reimbursable agreements and bring in other federal agencies. Within two years, they must report to Congress on the coordination, achievements, and future opportunities of the work. The research must comply with existing federal research security law. The bill authorizes no additional money to carry out any of this.
