Federal Fraud Prevention Workforce Training Act

What this does

This bill lets the Treasury and the Office of Management and Budget build a government-wide training program on preventing fraud and improper payments in federal programs. The bill does not require the program to exist. It says Treasury and OMB "may establish and maintain" it. If the program is created, each agency head must make certain employees complete it: program administrators, financial managers, disbursement certifying officials, auditors, grants managers, and others in program-oversight roles. Those employees must finish the training within 180 days of taking the job and at least once every two years after. The Office of Personnel Management would certify completions and keep the records. The curriculum must cover identifying fraud and improper-payment risk, using Treasury systems including the Do Not Pay system, reporting suspected fraud, and building internal controls. Treasury may also offer the training at no cost to state, local, and Tribal employees and contractors who run federally funded programs. Treasury and OMB must report to the House Oversight Committee and the Senate Homeland Security Committee within two years of enactment and every year after on participation rates and results. The provisions take effect 180 days after enactment.
