FY2027 MilCon-VA Appropriations

Official title: Making appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2027, and for other purposes.

What this does

Congress funds military construction, the Department of Veterans Affairs, and related agencies for fiscal year 2027. Title I pays for base construction and military family housing across the Army, Navy, Marine Corps, Air Force, National Guard, and reserves. Title II carries the largest sums: hundreds of billions for veterans' compensation, pensions, and readjustment benefits, plus tens of billions for VA medical care, and $54.593 billion for the Cost of War Toxic Exposures Fund with another $53.715 billion made available a year later. The bill also rescinds $1.65 billion previously appropriated for Medical Support and Compliance and $754.323 million previously appropriated for Medical Facilities. Beyond the money, the bill attaches policy riders. It bars any funds from being used to close or realign Guantanamo Bay Naval Station or to build facilities to house Guantanamo detainees on U.S. soil. It blocks the VA from enforcing the directive that prohibits VA providers from completing paperwork for state marijuana programs. It bars VA research on dogs, cats, and non-human primates unless the Secretary personally certifies it in writing. It stops the VA from reporting mentally incapacitated veterans as "mental defective" for the federal gun ban without a judge's order. It lets Medical Services funds pay for fertility treatment and adoption reimbursement for veterans whose service-connected disability prevents them from procreating.
