What it does

The bill bars the Department of Homeland Security from funding colleges and universities that maintain a relationship with a Confucius Institute, the Thousand Talents Program, or a designated "Chinese entity of concern." Beginning with the first fiscal year that starts more than 12 months after enactment, an institution with such a relationship is ineligible for any DHS funds unless it terminates the relationship, and eligibility resumes upon termination.
