Hydropower Construction Deadline Extension

What this does

The act lets the Federal Energy Regulatory Commission give hydropower licensees more time to start building. For a covered project, meaning one FERC licensed before March 13, 2020, the Commission may, on the licensee's request and for good cause, extend the deadline to commence construction by up to 6 additional years beyond the 8 years already allowed under section 13 of the Federal Power Act. The extension runs as up to three consecutive two-year periods, beginning when the last extension under section 13 expires. If a covered project's construction deadline expired after December 31, 2023, and before enactment, FERC may reinstate the license effective as of the expiration date, with the new extension taking effect from that date.
