This is a genuine bundle. The core seven divisions do the expected defense work, but Division H ("Other Matters") attaches many provisions with no defense nexus. Among them: a one-year extension of the Defense Production Act (Sec. 8101), a securities law change requiring insider disclosures by directors and officers of foreign private issuers (Sec. 8103), a reauthorization of the PROTECT Our Children Act of 2008 (Sec. 8202), an extension of Supreme Court Police protective authority to retired and former justices and their families (Sec. 8201), standalone Taiwan, fentanyl, and Western Balkans titles, a South Pacific tuna treaty implementation, a new outbound-investment screening regime (Title LXXXV, Sec. 8521), the repeal of both Iraq use-of-force authorizations (Sec. 8370), and the repeal of the Caesar Syria Civilian Protection Act (Sec. 8369). A reader tracking any one of these riders would not find it under a defense bill's title.

What this does

This is the National Defense Authorization Act for Fiscal Year 2026, the annual law that sets defense policy and authorizes military spending. Organized into eight divisions, it authorizes appropriations for procurement, operations, military construction, Department of Energy national security programs, and the Coast Guard, and it sets personnel levels and pay policy. It also folds in a State Department authorization and an intelligence authorization for the year. Its final division, "Other Matters," carries a long list of provisions with little or no connection to defense, including an extension of the Defense Production Act, new securities-disclosure rules for foreign company insiders, a reauthorization of a child-exploitation prevention program, and a new regime restricting certain U.S. investments abroad. That same division repeals both authorizations for the use of military force in Iraq and repeals the Caesar Syria Civilian Protection Act of 2019.
