How this seat works
Puerto Rico elects a Resident Commissioner to the House, on a four-year term. The office can introduce bills, serve and vote in committees, and speak on the floor, but it cannot vote on the final passage of legislation. That is the seat's design under law, not a mark against the person holding it.
